First, if you are using the SWGEmu Launchpad you need to click on Game Mods in the top bar and increase the FPS to 60. Other servers may have different ways of setting this in their launchers.

Second, by default the EXE will only take up to 750 MB of RAM. But there is a way to increase this to as much as 2048 MB (2 GB).
CLOSE ANY LAUNCHERS AND GAME INSTANCES BEFORE DOING THIS OR CHANGES MIGHT NOT TAKE EFFECT IMMEDIATELY
You need to get into Windows System Settings (not detailing this because it's different for 7/8/10, but the easiest paths are usually through Control Panel or right-clicking the Windows icon in the corner and selecting System).
Next, select Advanced System Settings.
In this window, click the button Environment Variables.
Under System Variables, click New.
Variable name: SWGCLIENT_MEMORY_SIZE_MB
Variable value: 2048
OK your way out

How do you confirm these settings have been applied?
From in the game do Ctrl-Shift-G to pull up debug stats. You should see FPS hovering around 60 and memory reported as ???/2048MB
