is this questline limited to staff users?

I'm on this part now. I'm at like 715/1000 cinders.

Also, the drop rate in 10 man is 17 to 22 cinders. The drops with 22 have come from Rags and heroic bosses.

Also the 'fun' steps in this quest are pretty damn fun. Getting the first Branch was a blast! The collection parts are of course very very dry and seemingly go on forever.
